The journey from document to digitalisation of Highways England's Design Manual for Roads and Bridges. A success story about agile processes, collaborative working and technical innovation.

The Technical Standards Enterprise System (TSES) is the digital hub for the capture, storage, governance and dissemination of technical standards. Highways England embraced the opportunity to modernise their suite of technical standards by investing in developing the TSES and has already forecast a return on investment of around £17.7m by the end of this year. This session will start by introducing the business need that drove the requirements for the TSES, followed by a look "under the hood" at the cloud-based multi-application architecture built around shared UX and technology components. We will give an overview of the business change challenges and approaches, and finish with an overview of how the innovative, creative thinking of a combined team from Highways England, CACI and WSP is enabling the realisation of Highways England’s vision of digital roads and connected infrastructure.
